1. Preheat oven to 375°F (190°C).
2. In a mixing bowl, combine flour, salt, and turmeric. Add cold butter and mix until crumbly. Gradually add cold water and mix until dough forms. Chill for 30 minutes.
3. In a skillet, cook ground beef until browned. Add onion, garlic, thyme, allspice, and scotch bonnet pepper. Cook for 5 minutes.
4. Add beef broth, soy sauce, ketchup, salt, and black pepper. Simmer until liquid is absorbed. Let cool.
5. Roll out dough and cut into circles. Place filling in the center and fold over. Seal edges with a fork.
6. Place patties on a baking sheet and bake for 25 minutes or until golden brown.
